The Blue Buff spawns at 1:00 minute mark and respawns every 250 seconds. Blue Buff reaches max level at 29:30 minute mark.
Upon dying, the Blue Buff grants the killer +15 ability haste, + 0.75% max mana regen and +25% ability damage to non heroes that lasts 2 minutes. If the buff owner is killed by an enemy Hero, the buff gets transferred to them for 45 seconds regardless of the remaining duration.
